From the point of view of policy-makers, the social and environmental costs of economic growth should be a concern. In Iran, social welfare policies and market mechanisms for environmental management should be improved. There is growing concern among economists, environmentalists and policy-makers that conventional approaches of measuring growth and productivity do not consider all costs. Environmental-Economic productivity growth provides firms management and policy-makers with a more significant and complete measure of productivity. To yield Environmental-Economic productivity index, we add the environmental degradation resulted from air pollution as an input to Malmquist productivity index. We analyze the index for Mobarake Steel Complex between 1993 and 2010. Our results show that the Environmental-Economic productivity growth is lower than TFP growth by roughly 0.3 percent.
