fa بودجه تحقیقات و رشد اقتصادی در ایران: رویکرد مارکوف سوئیچینگ تخصصي Special پژوهشي Research <p dir="RTL"><span style="font-family:b zar;"><span style="font-size:10.0pt;">اهمیت و نقش تحقیق و توسعه (</span></span><span dir="LTR">R&D</span><span style="font-family:b zar;"><span style="font-size:10.0pt;">) در رشد و توسعه اقتصادی کشورها هم به لحاظ نظری و هم به لحاظ تجربی مورد بررسی و تأیید محققان قرار گرفته است و می</span></span><span style="font-size:10.0pt;">‌</span><span style="font-family:b zar;"><span style="font-size:10.0pt;">توان گفت که لازمه ورود به بازارهای جهانی و توسعه صنایع پیشرفته در هر کشور، محور قرار دادن تحقیقات اعم از بنیادی و کاربردی است.&nbsp; هدف از این مقاله بررسی اثر سهم بودجه تحقیقات از تولید ناخالص داخلی بر رشد اقتصادی ایران طی دوره 1348-1391 است. بدین منظور با استفاده از مدل تونالی (2016) و تصریح آن به‌صورت مدل مارکوف سوئیچینگ، مدل رشد اقتصادی ایران با تأکید بر عامل &quot;نسبت بودجه تحقیقات به تولید ناخالص داخلی&quot; برآورد گردید. نتایج برآورد مدل نشان می</span></span><span style="font-size:10.0pt;">‌</span><span style="font-family:b zar;"><span style="font-size:10.0pt;">دهد نسبت بودجه تحقیقات به تولید ناخالص داخلی تأثیری مثبت و معنی</span></span><span style="font-size:10.0pt;">‌</span><span style="font-family:b zar;"><span style="font-size:10.0pt;">دار بر رشد اقتصادی کشور داشته است. نتایج مدل همچنین نشان داده است که رشد اقتصادی در ایران دارای دو رژیم است یک رژیم با میانگین و واریانس بیشتر (رژیم رشد بالا) و یک رژیم با میانگین و واریانس کمتر (رژیم رشد پایین) که دوره ماندن در رژیم رشد پایین بیشتر از دوره ماندن در رژیم رشد بالا بوده است. نهایتاً برگرفته از نتایج تحقیق پیشنهاد می</span></span><span style="font-size:10.0pt;">‌</span><span style="font-family:b zar;"><span style="font-size:10.0pt;">شود سهم بودجه تحقیقات از تولید ناخالص داخلی افزایش یابد و در کنار آن بودجه تحقیقات به‌صورت هدفمند صرف تحقیقات کاربردی و سودمند برای تقویت تولید ملی به‌خصوص محصولات با فناوری بالا و دانش بنیان شود.</span></span><br> &nbsp;</p> <p>The importance of Research and Development (R&D) in economic growth and development has considered and theoretically and empirically confirmed by researchers. It can be said that the necessity of entering the global markets and developing the modern industrial sectors in any country is to focus on basic and applied research. This paper aims to investigate the impact of &ldquo;the share of research budget in GDP&rdquo; on economic growth in Iran during the 1969-2012 period. For this purpose, we estimate Iran&rsquo;s economic growth model with emphasis on the role of the research budget share (% of GDP) by using the introduced model in Tunali (2016) and specifying a Markov Switching model. The estimation results indicate that the research budget share (% of GDP) has a significant and positive effect on economic growth in Iran. Moreover, the results show economic growth in Iran has two regimes, including a regime with high mean and variance (high-growth regime) and another regime with low mean and variance (low-growth regime). According to the results, the probability of staying in the low-growth regime is higher than staying in the high-growth regime. Finally, this paper suggests that to improve the economic growths, increasing in Iran&rsquo;s budget in research is essential.
