fa تحلیل اقتصادی بخشش جریمه دیرکرد راهنمایی و رانندگی در ایران با استفاده از نظریه بازی تخصصي Special پژوهشي Research <span style="font-family:b zar;"><span style="font-size:10.0pt;">یکی از مهم‌ترین ابزارهای موجود برای کاهش تخلفات رانندگی و در نتیجه تعداد تصادفات در کشور، جریمه کردن رانندگان متخلف است. در ایران برای تأخیر در پرداخت جریمه تخلف، جریمه دوبرابری مصوب شده است؛ اما باز ممکن است که تعداد قابل‌توجهی از رانندگان متخلف جرایم خود به اضافه جریمه دیرکرد را پرداخت نکنند. از این رو، در این پژوهش ارتباط متقابل پلیس راهنمایی و رانندگی (یا راهور) ناجا و راننده در جریمه یادشده و بخشش آن از طریق نظریه بازی&shy;ها مورد بررسی قرار گرفت و تعادل نش استنتاج معکوس بازی پویای با اطلاعات کامل میان دو بازیکن یادشده استخراج شد. نتایج تعادل نش بازی طراحی‌شده حاکی از آن است که در صورت تکرار بخشش جریمه، راننده نامنظم (راننده‌ای که جریمه را در مهلت مقرر پرداخت نمی‌کند) سعی در عدم پرداخت جریمه در مهلت مقرر خواهد داشت، این بدین معنی است که جریمه یادشده کارایی لازم را ندارد. همچنین این سیستم جریمه یادشده سبب می‌شود رانندگان منظم (رانندگانی که جریمه را در مهلت مقرر پرداخت می‌کنند) نیز جریمه تخلف رانندگی را در مهلت مقرر پرداخت نکنند. به عبارت دیگر، سیستم جریمه و بخشش طراحی‌شده، راننده منظم را به راننده نامنظم بدل خواهد کرد. در این راستا به پلیس راهنمایی و رانندگی (یا راهور) ناجا پیشنهاد می‌شود که برای نیل به اهداف خویش سعی کنند جریمه عدم‌پرداخت در مهلت مقرر، بدون بخشش اجرا شود یا به جای جریمه یادشده رانندگان نامنظم از سیستم پاداش‌دهی به رانندگان منظم استفاده شود. </span></span><span dir="LTR"></span> One of the most important tools to reduce traffic violations and consequently the number of accidents in the country is to penalize the offenders. In Iran, double penalty is approved for delaying in payment of a fine, but it is possible that a significant number of offenders would not pay their fines in addition to late payment fines. Hence, in this study, the interactions between traffic police (or Rahvar NAJA) and driver in fines and their remission were examined by game theory and the backward induction Nash equilibrium of the dynamic game with complete information between two mentioned players was extracted. The results of the Nash equilibrium of the game showed that if the penalty remission is repeated again, then the irregular driver (the driver who don`t pay the fine within the deadline) will try to not paying the fine within the deadline; this means that the mentioned fines are not efficient. Also, this mention system of penalties makes regular drivers (drivers who pay fines in due time) to not pay fines for driving violations within the deadline; in other words, the designed system of fine and remission will change the regular driver in to an irregular driver.
