fa ارزیابی وضعیت اشتغال‌زایی در برنامه‌های چهارم و پنجم توسعه اقتصادی، اجتماعی و فرهنگی تخصصي Special پژوهشي Research <span style="font-family:b zar;"><span style="font-size:10.0pt;">دستیابی به نرخ بیکاری پایین از اهداف هر شش برنامه توسعه بعد از انقلاب و همچنین سایر برنامه&rlm;های کلان کشور بوده است. به هر حال اقتصاد ایران طی دهه&rlm;های اخیر با نرخ بیکاری به طور متوسط 10 الی 15 درصد مواجه بوده که روند کاهشی در آن مشاهده نمی‌شود؛ بنابراین واکاوی اشتغال ایجاد شده به منظور سیاست&rlm;گذاری صحیح در آینده ضروری است. پژوهش حاضر تحولات اشتغال ایران طی دو برنامه چهارم و پنجم توسعه (1395-1384) را در سطح استانی تجزیه و تحلیل می&rlm;کند. بدین منظور از روش تجزیه کامل میانگین لگاریتمی دیویژیا (</span></span><span dir="LTR">LMD</span><span style="font-family:b zar;"><span style="font-size:10.0pt;">) استفاده شده و اشتغال خالص ایجاد شده در هر استان به سه اثر رشد اقتصادی، ضریب فنی و تغییرات ساختاری تفکیک می‌شود. این پژوهش دو نتیجه داشت: 1) رشد </span>اقتصادی در طی دو برنامه چهارم و پنجم توسعه نقش قابل&rlm;توجهی در تغییرات اشتغال استان</span><span dir="LTR"><span style="font-family:b zar;"><span style="font-size:10.0pt;">&lrm;</span></span></span><span style="font-family:b zar;"><span style="font-size:10.0pt;">ها داشته، بنابراین پیگیری ا</span></span><span style="font-family:b zar;"><span style="font-size:10.0pt;">ستراتژی رشدمحور </span></span><span style="font-size:10.0pt;">&ndash;</span><span style="font-family:b zar;"><span style="font-size:10.0pt;"> در مقایسه با </span></span><span style="font-family:b zar;"><span style="font-size:10.0pt;">استراتژی بقامحور و سیاست‌های کوتاه&rlm;مدت برای اشتغال&rlm;زایی - می‌تواند هدف مطلوب&rlm;تری باشد</span>. 2) نقش تغییرات ساختاری در افزایش یا کاهش اشتغال چشمگیر نبوده و به علاوه، شواهد قاطعی در زمینه اشتغال&rlm;زا یا اشتغال&rlm;زدا بودن یک بخش مشاهده نمی‌شود. در نتیجه به جای نسخه فراگیرِ توسعه با اولویت یک بخش (کشاورزی، صنعت یا خدمات)، اقدام بر اساس مزیت&rlm;های زیربخشیِ استان‌ها که متضمن رشد پایدار هم خواهد بود، رویکرد بهتری است. </span><span dir="LTR"></span> Achieving a low unemployment rate has been the goal of all six post-revolutionary development programs as well as other major macro programs. However, the Iranian economy has experienced an average unemployment rate of 10 to 15 percent in recent decades, with no declining trend, so searching about the created employment is essential for proper future policy making. The present study analyzes the developments of Iranian employment during the fourth and fifth development programs (1995-2005) at the provincial level. For this purpose, the logarithmic mean Divisia (LMD) decomposition method is used and the net employment created in each province is subdivided into three effects including economic growth, technical coefficient and structural changes. This study has two conclusions: 1) Economic growth during the fourth and fifth development programs played a significant role in provincial employment changes, so pursuing growth-oriented strategies &ndash; in comparison to survival-oriented strategy and short-term employment policies &ndash; could be a more desirable goal. 2) The role of structural changes in increasing or decreasing employment is not significant, and in addition, there is no conclusive evidence on job creating or job reducing of a sector.
