fa تحلیل رفتار متقابل بانک مرکزی و سازمان برنامه و بودجه (مطالعه موردی ایران با استفاده از نظریه بازی‌ها) تخصصي Special كاربردي Applicable <p class="00" dir="RTL"><span b="" lang="FA" style="font-size:8.0pt;font-family:" zar="">بانک مرکزی برای اصلاح ساختار نظام بانکی در راستای انطباق شبکه بانکی با استانداردهای دنیا تلاش می‌کند. شبکه بانکی باید تلاش کند از نظر فنی، روش‌های اجرایی و نیز عملیات بانکی، خود را با روندهای روز دنیا منطبق کند. پیشنیاز اصلی این امر استقلال بانک مرکزی و اصلاح ساختاری بودجه کشور می‌باشد. چراکه در شرایط کنونی، بانک مرکزی ایران برای اعمال سیاست‌های پولی به طور مستقل و به منظور برقراری ثبات قیمت‌ها با محدودیت جدی مواجه است. رهیافت مورد استفاده در این تحقیق، نظریه بازی‌ها می‌باشد. در این مطالعه تلاش شده تا با استفاده از روش نظریه بازی‌ها، این هدف را دنبال می‌کند تا تعامل جدیدی که در شرایط کنونی اقتصاد ایران میان بانک مرکزی به عنوان نماینده مقام پولی و سازمان برنامه و بودجه به عنوان نماینده مقام مالی شکل گرفته است را مدلسازی نماید و وجود یا عدم وجود تعادل و نوع آن را مشخص نموده و نهایتاً بررسی این‌که آیا تعادل، موافق توسعه اقتصادی و یا ضدتوسعه‌ای است. اگر تعادل از نوع ضد توسعه‌ای است توصیه سیاستی متناسب با آن بررسی و مطرح گردد. بر اساس خروجی مدلسازی انجام شده، تعادل از نوع پایدار وجود دارد اما موافق توسعه نیست. نتایج نشان می‌دهد زمانی تعادل شکل می‌گیرد که سازمان برنامه استراتژی تقسیم ارز نفتی میان بودجه و صندوق به نفع بودجه و بانک مرکزی استراتژی فعال در مقابل فشار مالی را اتخاذ می‌نماید. این نکته تقویت نقش نظارتی و سپس تقویت نقش سیاست‌گذاری پولی بانک مرکزی را نمایان می‌کند به نحوی که بانک مرکزی با وجود حاکمیت مالی باید بجای تسلیم در برابر تصمیمات مقام مالی، در مقابل فشار مالی نقش فعالی ایفا نماید و در مقابل چاپ پول مقاومت کند. </span></p> The central bank is working to reform the structure of the banking system to bring the banking network in line with world standards. The banking network should strive to adapt itself to the modern world in terms of technology, procedures, and operations. The main prerequisite for this is central bank independence and structural reform of the country&#39;s budget. In the current situation, the Central Bank of Iran is severely restricted in pursuing monetary policy independently and in order to stabilize prices. The approach used in this research is game theory. This study attempts to describe and make a model the new interaction that has emerged in the current situation of the Iranian economy between the central bank as a monetary authority and the program and budget organization as a financial representative using the game theory. Determines the existence or absence of equilibrium and its type, and ultimately examines whether equilibrium is in favor of economic development or anti-development. If the balance is of an anti-development type, a policy recommendation should be considered. Based on the output of the modeling, there is a stable equilibrium but does not support development. The results show that equilibrium is formed when the plan and budget organization adopts a strategy of dividing oil revenues between the budget and the fund in favor of the budget and the central bank adopts an active strategy against financial pressure.
