fa نوآوری‌های نهادی کنترل کننده تخریب نهادی تکانه‌های نفتی در ایران تخصصي Special كاربردي Applicable <span style="font-family:B Zar;"><span style="font-size:10.0pt;">هر چند در مطالعات موجود اثر تکانه‌های نفتی بر تخریب کیفیت نهادی ایران مورد پذیرش قرار گرفته، ولی کمتر مطالعه‌ای در حوزه سیاست‌گذاری با تأکید بر کنترل تخریب نهادی تکانه‌های نفتی در دسترس می‌باشد. از این رو این مقاله با استفاده از روش توصیفی- تحلیلی و مرور ادبیات به تنظیم، تجمیع و ارزیابی نتایج مطالعات دیگر در این حوزه پرداخته و نوآوری‌های نهادی کنترل‌کننده تخریب نهادی تکانه‌های نفتی در ایران را شناسایی و&nbsp; معرفی نموده است. در این راستا اصول مربوط به ثبات اقتصاد کلان، مدیریت ریسک، حکمرانی خوب و انضباط مالی مورد توجه قرار گرفته است. نتایج تحقیق بیانگر آن است که پیاده‌سازی قواعد مالی مشخص و استقلال بانک مرکزی در کنار اصلاح ساختار بودجه در جهت کاهش وابستگی مستقیم به درآمدهای نفتی از طریق اصلاح نظام مالیاتی، توسعه بازار بدهی، مولد‌سازی دارایی‌های دولت، توسعه مشارکت بخش عمومی </span></span><span style="font-family:Arial,sans-serif;"><span style="font-size:10.0pt;">&ndash;</span></span><span style="font-family:B Zar;"><span style="font-size:10.0pt;"> بخش خصوصی، اصلاح ساختار صندوق توسعه ملی، استقرار نظام بودجه‌ریزی عملیاتی، اصلاح نظام پرداخت یارانه‌ها و ساختار صندوق‌های بازنشستگی و شفاف‌سازی مخارج دولت، مهمترین نوآوری‌های نهادی لازم برای کنترل تخریب نهادی تکانه‌های نفتی در ایران می‌باشند. لذا پیشنهاد می‌گردد اجرای این اصلاحات نهادی به صورت جدی مورد پیگیری قرار گیرد. </span></span><span dir="LTR"></span> In the economic literature, institutional quality and the factors affecting its changes, have become one of the important issues in economic growth of countries<span dir="RTL">.</span>One of theis factors in oil exporting countries such as Iran is oil revenues and shocks. Although in existing studies the effect of oil shocks on the destruction of Iranchr(&#39;39&#39;)s institutional quality has been accepted, few studies have focused on policy-making in controlling institutional destruction of oil shocks. Hence, this study with a&nbsp;review&nbsp;of&nbsp;the literature, attempts to introduce Institutional innovation for control the institutional destruction of oil shocks in Iran. In this regard, the principles of macroeconomic stability, risk management, good governance and financial discipline have been considered. The results of the study indicate that applying specific financial rules, sufficient central bank independence Plus reforming the budget structure to reduce the direct dependence on oil revenues via reforming the tax system, expanding the debt market and productivity of government assets, reform the national development fund structure, establishing a operational budgeting system, reform of subsidized payment system and modify the structure of pension funds &nbsp;are the most important institutional innovations for control the institutional destruction of oil shocks in Iran.
