fa ارزیابی کیفیت دستیابی به اهداف اقتصادی چشم‌انداز از طریق طراحی و محاسبه یک شاخص ترکیبی و کاربست شبیه‌سازی مونت کارلو در تحلیل نااطمینانی تخصصي Special كاربردي Applicable <span style="font-family:B Zar;"><span style="font-size:10.0pt;">تدوین و ابلاغ سند چشم‌انداز به منظور جهت‌دهی به برنامه‌های توسعه و بودجه‌های سالیانه از جمله اقدامات مهم انجام شده برای ترسیم خط‌مشی سیاست‌گذاری و برنامه‌ریزی در کشور است. در این سند اهداف اقتصادی سیزده‌گانه‌ای گنجانده شده تا مسیر حرکت اقتصاد را مشخص نماید. پس از گذشت بیش از سه چهارم از دوره چشم‌انداز، آگاهی از کیفیت دستیابی به اهداف اقتصادی مصرح و تبیین نقاط قوت و ضعف موضوعی با اهمیت و البته مغفول است. به منظور سنجش کمی چگونگی دستیابی به اهداف اقتصادی، در مقاله پیشِ رو یک شاخص با بهره‌گیری از رویکرد شاخص‌گذاری شکاف نسبی طراحی و در دوره زمانی 98-1384 مبتنی بر دو رویکرد متفاوت وزن‌دهی (وزن‌دهی مساوی و تعیین وزن زیرشاخص‌ها با رویکرد آماری تجزیه مؤلفه‌های اصلی) محاسبه شده است. نتایج حاکی از آن است که شکاف (عقب‌ماندگی) نسبی از اهداف اقتصادی چشم‌انداز از 2/32 درصد در سال 1384 (7/35 درصد براساس وزن‌دهی یکسان) به بیش از 51 درصد در سال 1398 افزایش داشته است. نتایج تحلیل نا‌اطمینانی با استفاده از شبیه‌سازی مونت‌ کارلو حکایت از آن دارد که فارغ از نظام وزن‌دهی، عقب‌ماندگی از اهداف در سال 1398 بیشتر از سال 1384 است. &laquo;دستیابی به جایگاه نخست علمی&raquo;، تنها هدفی است که به طور کامل محقق شده و به جز اهدافی شامل &laquo;رسیدن به اشتغال کامل&raquo;، &laquo;توسعه‌یافتگی&raquo; و &laquo;جایگاه اول فناوری&raquo; در سایر موارد نامناسب‌تر از قبل است.</span></span><span dir="LTR"></span> The Islamic Republic of Iran Vision aimed to direct development plans and yearly budgets. As one of the most important part, it includes 13 economic goals for directing economic route of the country for a twenty years period. After 15 years, evaluating how the country achieved to these goals is very important and unfortunately neglected. In this article, considering the different nature of goals, we designed a composite index and commuted the results using relative gap scoring method and two distinct model of weighting (first using same weights and second using principle component analysis) in 2005-2019. The results indicate that relative gap to vision economic goals have raised from 32.2% (or 35.7 based on equal weights) in 2005 to more than 51% in 2019.
