fa طراحی ساز‌و‌کار ارائه تسهیلات دولتی به شرکت‌های دانش‌بنیان تخصصي Special پژوهشي Research <span style="font-size:12pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span b="" style="font-family:" zar="">شرکت‌های دانش‌بنیان برای نمونه‌سازی و تولید صنعتی محصولات خود غالباً نیازمند مشارکت سرمایه‌گذار خطر‌پذیر و یا تسهیلات دولتی هستند. از آنجایی‌که در این‌گونه موارد، موضوعات رفتاری پنهان نظیر کژگزینی و کژمنشی بروز خواهند کرد، </span><span b="" style="font-family:" zar="">در این مطالعه به دنبال طراحی سازوکارهایی هستیم که با لحاظ کردن این موضوعات رفتاری، شرایط بهینگی ارائه تسهیلات دولتی به این شرکت‌های دانش‌بنیان را تبیین کنیم. سازوکاری که برای دست‌یابی به هدف مورد نظر در نظرگرفته شد، ارائه دو نوع قرارداد ارائه تسهیلات است: قراردادی با حداکثر تعهد مالی کارآفرین و با حداقل نرخ تسهیلات، و قراردادی با حداقل تعهد مالی کارآفرین و با حداکثر نرخ تسهیلات. با عنایت به اینکه</span> <span b="" style="font-family:" zar="">تسهیلات دولتی، هزینه اجتماعی دارند لذا مناسب است دولت در پروژه‌هایی ورود پیدا کند که پیامد بیرونی مثبت داشته ولی مورد حمایت سرمایه‌گذار خطر‌پذیر قرار نگیرند. این امر زائدگی پروژه‌های تحت اجرا را حداقل می‌رساند.</span></span></span></span></span><br> <span style="font-size:12pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span b="" style="font-family:" zar="">&nbsp;با الهام از مطالعه لاک و همکاران (2020) وکالیبره‌کردن پارامترها براساس <a name="_Hlk124104320">گزارشات معاونت علمی ‌و فناوری ریاست جمهوری، اطلاعات بانکی و صندوق‌های پژوهش‌و فناوری در سال ۱۳۹۹</a>؛ شبیه‌سازی مدل برای اقتصاد ایران نشان داد اجرای قرارداد نوع دوم، به رفاه اجتماعی بالاتری منجر می‌شود. </span><span b="" style="font-family:" zar="">حمایت مالی</span> <span b="" style="font-family:" zar="">دولت </span><span b="" style="font-family:" zar="">با هدف کاهش زائدگی تسهیلات، توأم‌ با حمایت بخش خصوصی، رفاه اجتماعی را بهبود می</span><span b="" style="font-family:" zar="">‌</span><span b="" style="font-family:" zar="">بخشد. </span></span></span></span></span><br> <br> <br> <br> &nbsp; <span style="font-size:12pt"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times="">Knowledge-based companies often need the participation of venture capitalists or government facilities for prototyping and industrial production of their products. Since, in such cases, hidden behavioral issues such as adverse selection and moral hazard will emerge, in this study, we are looking for the design of mechanisms to explain the optimal conditions for providing government facilities to these knowledge-based companies by considering these behavioral issues. The mechanism to achieve the desired goal is to provide two facility provision contracts: a contract with the entrepreneur&#39;s maximum financial commitment and minimum facility rate and the other with the entrepreneur&#39;s minimum financial commitment and maximum facility rate. Given that government facilities have a social cost, it is appropriate for the government to enter projects with positive externality but not supported by venture capitalists. This minimizes the redundancy of projects.</span></span></span><br> <span style="font-size:12pt"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times="">Inspired by the study of Lach et al. (2020) and calibrating the parameters based on the reports of the Presidential Vice President for Science and Technology, banking information, and research and technology funds in 2020, the simulation of the model for Iran&#39;s economy showed that the implementation of the second contract leads to higher social welfare.
