fa تعیین قواعد سیاست پولی و مالی بهینه در اقتصاد ایران تخصصي Special پژوهشي Research هدف این مطالعه، تعیین قواعد سیاست پولی و مالی بهینه جهت تثبیت تولید، تورم و توزیع درآمد همزمان با اجرای طرح اصلاح قیمت حامل های انرژی است. در این راستا با استفاده از تئوری کنترل بهینه، یک تابع زیان سیاست گزاران پولی و مالی شامل توان دوم متغیرهای تورم، رشد شکاف تولید، ضریب جینی و انحراف رشد حجم نقدینگی و رشد مخارج دولت از مقادیر دوره قبل، با توجه به سه قید منحنی تقاضای کل، منحنی فیلیپس و معادله توزیع درآمد کمینه شده و قواعد سیاست پولی و مالی بهینه در شرایط اصلاح قیمت حامل های انرژی استخراج می شود. با حل معادلات قیود مسئله بهینه سازی به همراه قواعد بهینه در قالب یک مدل کلان اقتصادی، مقادیر کمی بهینه برای سال های 1390 تا 1394 پیش بینی شد. نتایج نشان می دهد با استفاده از قواعد بهینه پولی و مالی می توان وضعیت متغیرهای کلان اقتصادی مورد هدف را حتی در زمان اجرای طرح اصلاح قیمت حامل های انرژی بهبود بخشید. با اتخاذ این قواعد بهینه میتوان به مهار تورم به عنوان یکی از مهمترین معضلات اقتصاد ایران پرداخت ضمن آنکه وضعیت متغیرهای کلان دیگر هم چون رشد اقتصادی و توزیع درآمد را نیز بهبود بخشید. The aim of this study is to determine the optimal monetary and fiscal policy rules to stabilize production, inflation and income distribution under carrying out energy prices reform scheme. In this regard, using the optimal control theory, a loss function of the monetary and fiscal policymakers which including inflation rate, output gap rate, the Gini coefficient, the deviation of the volume of liquidity growth and the deviation of the volume of government spending growth from the previous period, were minimized using the three constraint equations of Phillips, aggregate demand and income distribution curves. the optimal monetary and fiscal policy rules were derived under carrying out energy prices reform scheme. By solving constraints optimization problem with optimal rules in a macroeconomic model, the optimal values from 1390 to 1394 were predicted. The results suggest that using the optimal monetary and fiscal policy rules, we can improve the performance of the goal macroeconomics variables under carrying out energy prices reform scheme.
