تحلیلی از اثر مالیات ارزش افـزوده بـر روی اشتغال: مطالعـه بین کشوری

<p dir="RTL">نظام مالیات بر ارزش افزوده که چند سالی است قانون آن در ایران تصویب و برای گروه<span dir="LTR">­</span>هایی از فعالان اقتصادی به مرحله اجرا درآمده، یکی از انواع مالیات<span dir="LTR">­</span>های غیرمستقیم است که قاعدتاًً تأثیراتی را بر متغیرهای اقتصادی از جمله اشتغال خواهد داشت. از آنجایی که توجه به پیامدهای مثبت و منفی هر سیستم جدید از لوازم تضمین حصول موفقیت بیشتر در پیاده سازی آن است ، بایسته است نظام مالیات بر ارزش افزوده را نیز از این منظرمورد توجه قرار دهیم. به این منظور در این پژوهش رابطۀ بین مالیات ارزش افزوده و اشتغال مورد بررسی قرار گرفت. این مطالعه با استفاده از مدل پانل دیتا پویا (<span dir="LTR">OGMM</span>) صورت گرفته است. نمونه آماری استفاده شده در این پژوهش مشتمل است بر 27 کشور، 11 کشور غیر <span dir="LTR">OECD</span> و16 کشور <span dir="LTR">OECD</span>. نتایج این مطالعه نشان می­دهد که تأثیر مالیات ارزش افزوده بر اشتغال در کشورهای غیر <span dir="LTR"> OECD</span> برابر 089/0 و در کشورهای <span dir="LTR"> OECD</span> برابر 04/0 است. بنابراین، اثر مثبت و معنی­دار مالیات ارزش افزوده بر اشتغال مورد تأیید قرار می­گیرد. همچنین، با توجه به نتایج برآوردی تأثیر سایر مالیات­­ها بر اشتغال در کشورهای غیر <span dir="LTR"> OECD</span> برابر 014/0- و در کشورهای <span dir="LTR"> OECD</span> برابر 029/0- می­توان گفت که اگر مالیات از نوع ارزش افزوده باشد منجر به افزایش اشتغال خواهد شد اما سایر مالیات­ها منجر به کاهش اشتغال میشود.</p>

<p>Value Added Tax (VAT) which its Act has been approved and executed during the last few years for some firms in Iran, is one of the forms of indirect-taxes known and has implications for economic indices including employment. Since considering positive and negative implications of any new policy is requisite for gaining more success in executing that policy, it is necessary to investigate VAT law performance in different countries. This study aims to investigate the relation between VAT execution and employment. The method used is dynamic panel data (OGMM) and the statistic sample covers 27 countries including 11 non-OECD and 16 OECD countries. Results show that the impact of VAT law execution on employment is 0.089 in non-OECD and 0.04 in OECD countries. Therefore the impact in the two groups of countries is both positive and statistically significant. It is also concluded that other forms of taxation have impacts of -0.014 and -0.029 for non-OECD and OECD countries respectively. So it could be said that VAT has a positive impact on employment while other forms of taxation result in decreasing it.</p>
